Default mp3.dll not working

Hi All,
I'm a bit of a newer Pro Tools user. (only been using it for about 3 years, which means I have tons still to learn...) I started with M-Power, upgraded to PT10, and ever since I upgraded to PT10, I haven't been able to get the bounce to MP3 option to work. Yes, I have searched through this forum and the avid site for potential options. I have performed every idea I have found here and elsewhere, short of wiping my entire hard drive and reinstalling the OS.

I did purchase the $20 option prior to upgrading to PT10. Is that somehow causing my issue? Avid states that when you receive the error "the mp3.dll couldn't be initialized - the demo period may have expired" it means that you either (1) don't have the mp3 option installed or (2) the mp3 option has expired. Since I have PT10, the mp3 option can't have expired. And the mp3 option is installed (I checked like this website told me to). So, I'm inclined to believe that neither of these things are the problem.

I recently proceeded to remove protools and all supporting files from my computer. Plugins, PACE drivers, everything I could think of that interacts with PT10. Then I reinstalled the PACE drivers and PT10. No plugins or anything else. Still no luck.

I realize this is an older topic, but I have yet to find an answer/solution to being able to bounce my tracks to MP3. Any help is much appreciated.

Machine specs:
Windows 7 x64, quad-core processor, 8GB RAM, 1TB 7200 RAID-0 array, PT10, Waves platinum, Synthogy Ivory II, Yamaha Motif, Focusrite sapphire-6 USB.
