Hey bro,
I'm also new to Pro Tools Express and also have some stupid start-up issues.
...But I noticed when you download your software there's two packages:
1. Pro Tools Express
2. Virtual instruments pack

Is it possible that you haven't downloaded or installed the virtual instruments pack yet?

For anyone who's still looking for the answer, what you gotta do to access boom that does come with pro tools express, first you create a new instrument track and set it stereo and clicks. then you go to the other window that has the pan switches and select instruments then go to boom and the boom window should appear. You can always go to help, plug ins guide, n instrument plug ins. theres a lot of help in those guides it even shows you how and what it does

More people should read the information that comes with PT. The answers are almost always there. I'm not saying this to imply the other posters were lax but to reinforce your point that the material has answers.
