I had a good experience with https://www.300dollardatarecovery.com in the past, if you are near the LA area.

Couple things to note, they call themselves "$300 Data Recovery", but I believe that any drive over 4TB is more than $300. Also, you will have to purchase a second drive of equal space for them to put the data on to once they recover it.

That is, if you don't get Disk Drill or any of that other stuff to work for you, first.
