Default Step input / midi versus VI's on PT 11

No matter what i change, every time i try to enter notes in step time for a second or third instrument or midi channel, it sends the data to the 1st channel or instrument. So for example, midi channel 1 controls VI 1 which is a piano, midi channel 2 controls VI 2 which is a music box. I create a pattern via step input on midi channel 1 but it sends the midi events to the VI 1 piano track instead. so not on the mid channel track itself. I then try and enter a step input pattern on Midi channel 2 Music box and it automatically sends the midi notes to the piano (you can even see it switch midi instruments on the step input instrument / channel selector automatically) What the heck is going on? PT 10 never did that. What am i doing wrong?
