No. Pro Tools 12 licenses (as well as Pro Tools Perpetual, Pro Tools HD 12 and Pro Tools HD Perpetual) have been non-transferrable in iLok License Manager. The Transfer of Ownership process was changed (back in May) to provide a way for users to transfer the license(s) along with the product/downloads to a new owner. The some licenses comment refers to some older versions of Pro Tools (and plug-ins), not v12. Let me know if that doesn't clarify things.
