Default New to audio/MIDI in WinXP and need some pointers

Hi, I've been using Macs for MIDI and audio, but now I have to use a PC for a while, so I'm a little unfamiliar concerning MIDI utility apps. I'll tell you what's the situation:
I just bought a Yamaha P60 digital piano (I'm loving it, by the way) and it has a sustain input that supports half pedaling, and I got a Roland DP-8 damper pedal and it works great... but the P60 has no soft pedal input, but it's supported via MIDI CC# and I'd really like to use it. I was wondering if there is a software utility for PC that can convert incoming MIDI CC# and output them as different CC# messages... in this case it'd be a Radium 61 incoming damper on/off message -CC#64- and output it as CC#67 which is the soft pedal on/off trigger message that would be received by the P60.
I know I can assign this message to any of my Radium's sliders or knobs... the thing is that I WANT to use a pedal, not a slider or knob. The Radium 61 damper switch cannot be asigned to a different CC#.
Is there a MIDI message converter app for PC that I might be able to use in this case? I don't want to shell out 100 bucks for MIDI Solution's Footswitch to MIDI box.
