Initialization Error Code: -7 Help!

I've read a couple forums with this issue, but none have produced an adequate solution. The issue: I have suddenly been unable to open Pro-Tools MP 9 application on my system. I installed and activated Pro Tools back around August 2012, and it has been running great until recently. The last time it worked was Jan 17th, 2013. I tried opening the application a few days ago and it gave me this window:

Initialization Error
"Code: -7"

followed by a window:

ProTools MP.exe - Application Error
"The application was unable to start correctly (0xc0000142). Click OK to close the application."

I have tried updating, reinstalling Pro Tools, plugins, and drivers including PACE iLok drivers. Pro Tools is able to run past this error message in Safe Mode, but unable to use the iLok because the drivers are turned off. I also tried updating with Pro Tools MP 9.0.5 updater, and it resulted during reboot with an Initialization Error code -7, and a PACE Error code -3. Thought the PACE error was very interesting.

Also I tried a system restore to a previous point and deleted some windows updates. No change. Tried a clean boot with msconfig, also no change.

I have an activated Windows 7 Ultimate x64, running on a system that is more than capable. See the Sandra report below. My last thought is to re-install Windows, but I would really like to avoid going that route. Does anyone have any thoughts or solutions? This is a very frustrating issue and I would be grateful for some help, otherwise as it stands I can't run Pro Tools!
