I just did a session with the client having his own WAV. file but it was slightly recorded to loud and clipping on the low end, my guess it was recorded to loud. Anyways I was just curious if there was a program that can clean it up?

You could try Isotope's RX. One of the features listed - "eliminate overload distortion by automatically rebuilding clipped sections of audio."

I think you meant BEAR not BARE.... otherwise there's a lot o' naked DUCers out there...
