Default Noobie Question but lost AF

I have really bad feeling that this is going to be a stupid question.

When I click on the bars beats line at any measure. The two blue arrow locate there and but right up against each other and instantly loop as in like less then a second of a loop. But anywhere I click they relocate to where the play head is.

Any ideas? not the blue triangle (dynamic Transport)
