Midi patch xml files not working in 11.3.2

I've updated to 11.3.2 that supposedly addresses this issue, the midi patch change function still does not appear to be working properly. Everything is fine the first time I select the patch document. However, the next time I go to open the patch xml file on the same midi track I get the error "midi server patch file not available for this instrument".

Anyone else using patch docs in 11.3.2 having this issue?
