That´s not true... Any new Intel or Broadcom Lan Chip supports AVB... Like every new Mac and Windows Machine... Cards like the Sonnet Presto Gigabit Pro
GE1000LAB-E (49 Dollar) support AVB.... I use this card in my Mac Pro and AVB is working great...

Its a software Problem... OSX supports AVB... Windows 10 doesn´t...
So you need a Driver to use AVB... Motu AVB Interfaces have a Windows 10 AVB Driver.

I'm sorry but that's a little misleading, only the Intel i210 fully supports it others are partial. Windows works differently from OSX. Apple makes the hardware and so provides the drivers. Microsoft mainly doesn't provide the hardware so it's up to the 3rd parties to make the drivers. I did find this for that Intel chipset. Intel AVB i210 driver

As far as I'm aware the Windows driver for Motu AVB boxes doesn't include AVB just ASIO via USB. If they have changed this please point me in the right direction as this would be huge!

Can you confirm that this card you mention (Intel i210), with that driver you linked (Hono AVB Virtual Soundcard), will get the S3's AVB Audio features working on Windows 10?
This, or any other solution to get it running, would be great!

How about the new interface by RME, the Digiface AVB (USB3 to AVB), will this get the S3 audio features working on Windows 10?
