Default Sample player PT 10
I would like to assign effects and foley to a keyboard. Can anyone a recommend a simple sample player to accomplish this in PT 10?

It comes with Structure! the basic version but will do what you want.

It's included FREE with PT10. Yes it's compatible.

You could also download the free Kontakt 5 plugin from Native Instruments. But I'm not sure what functionality is limited with the free version, off the top of my head.
