Here's a list of my frequent Pro Tools issues
I've been running Pro Tools since 2008, starting on a PC and for the most part have not had any major performance issues. Even when switching to Mac last year, things were still pretty smooth. Now that I'm on Mavericks, things have seemed to change.
I too am getting "Out of CPU Power" errors on my Mac Pro (specs in my sig) lately. One session I specifically remember getting it on was only reading only 11% CPU usage. And I'm running my buffer at 512 because I have UAD. This even happened while tracking 11 tracks from Maschine 2.2 plugin. I also randomly get the garbled audio glitch where I have to toggle the buffer setting. I've been getting random crashes ever since updating to Mavericks. I'll be working and Pro Tools 11 will just close for no reason or warning. Another thing I noticed since updating to Mav is when scrolling horizontally in the Mixer window, the gain meters get EXTREMELY laggy and almost come to a halt. Also had some issues with the newest 003 Rack driver that was released earlier this month, 11.1.3, which says it supports Mavericks. It kept changing the clock source on it's own causing audio to not work properly. I realized this may have been because I installed the driver right over the previous driver instead of uninstalling the old driver first. So I go to run the driver uninstaller and the uninstaller repeatedly fails. So I had to figure out how to manually uninstall the driver because the paths/files in Avid's instructions for manually uninstalling a driver didn't match up hardly at all. But once I unsurely deleted a bunch of files that I suspected to be driver files and reinstalling the driver, this issue has been resolved. Apples stability seems to be going down lately with OSX, and iOS as well. Not entirely sure if these issues are Avids fault. I've done the optimizations and delete all the prefs!
