How to set nudge settings to milliseconds in Pro Tools first?

Defining the Nudge Value
The Nudge value determines how far clips and selections are moved when nudging.
Start and end points for selections can also be moved by the Nudge value (see Nudging Selection Start/End Points). In addition, clips can be trimmed by the Nudge value (see Trimming with Nudge).
To set the Nudge value:

Specify a Nudge value by doing one of the following:

From the Nudge value pop-up menu in the Edit window, select the Nudge value.

To specify a Nudge value not listed in the Nudge Value pop-up menu, click the Nudge Value indicator and type in the value.

It may be this...

I'm not familiar with PT First, but can you change your main time ruler to Min:Secs, rather than Bars|Beats? If so, do the nudge values switch to increments of Min:Secs?

Try this, then see if the Nudge options change to values that are in Min:Secs rather than Bars|Beats. And sorry for the crappy pic.

BTW, it would probably help to take a look at the online help guide.
