Sorry to ask the same question again, but as opposed to the hassle and possible problems of upgrading my 2009 with all new components, would it make more sense to just buy a used 2010-2112 Mac Pro? Would those already have all the CPU and GPU upgrades you are talking about...?

It depends.

GPU needs to be Metal compatible in order to be Mojave compatible. Do your research and be prepared to upgrade that at the very least, if you want that. With that said High Sierra works very well and supports booting from NVMe drives (that is a very very very highly recommended upgrade). Some say booting from NVMe is much less of a hassle in Mojave.

Obviously 2009-2012 models are all "ancient" in terms of current software. Need to be prepared to some amount of upgrading whatever box you buy. But I guess your main question was "if I buy 2010-2012 model can I skip firmware update and CPU upgrade" and answer to that is yes.

Yea, my 2013 was "current" half a year ago and it still kind of is, because the 2019 towers are not yet supported
