Does anyone know how to record scratching with scrubber/shuttle tool back into PT/LE?

You can't. If you have another soundcard, you can import the source scratch file into a new session (to minimize CPU usage) and open up SoundForge, or another audio editor. Record the scratches onto the other program, then import them back in.
