Blazingly fast when it is running at 3000. 15 seconds to boot from the Apple chime. Power button pressed to Mojave login screen, 30 seconds total.

If it crashes with just one drive in there as well, the card itself must be faulty. You don’t have to keep two drives in there, surely? It is just a feature, right??

That's about the times I get on my 2012 cheesegrater running a Samsung 850 EVO 1 TB in slot 3 on an OWC pcie adapter card to boot into Sierra.

Oh? Mine goes off every time I update kernel, which is every dot-update of the OS

And for taking the time to report. The resulting documentation is really helpful.

That is what I believe too.
The fact that it will install Mojave to either ssd drive when only one ssd drive is installed in the Crest certainly seems to prove that only one drive is necessary in the Crest.

My new Crest card/adapter will hopefully solve my issues.

I have a Samsung 2 TB 850 EVO in my OWC sled too.

I’m not sitting with a stop watch, so my times may not be accurate, but it is really fast.

I don't sit with a stopwatch either but can do a pretty good timing on my count (I am a drummer after all). I'm just saying that your times aren't any different than what I'm seeing in my system which is the 2012 cheesegrater in my profile page.
