Boy if this is true is seems like bad timing and a bit paradoxical given Apple is going to be bringing out a New "Modular" Mac Pro (which one would assume would have PCIe slots available ) very strange

That has been delayed until 2019 and it probably won't have PCIE slots.

Yes 2019 ?? but has been in the rumor mill for 6 months at least.

What makes you think it would not have PCIe slots ?

I personally suspect the HDN card has issues with Sierra and High Sierra, that's my gut feeling, and also my user experience.

Mine worked fine on Sierra and now working great, possibly better on HS (seems like it loads faster.)
