FYI the count-off control is indeed in the top bar 'midi' but it is also actually in 'expanded transport' BUT only the floating window transport (you bring this up from the menus or press ctrl+1 (win) and make sure THAT is expanded. There's your 'count off' green switch (same as pre-roll etc).

That's why there was confusion above, obviously some run with the transport window open so just said 'in expanded transport', while many others (me included) just use the top bar (where the midi pane shows it).

I know this is an old thread but for future ref for those scratching their heads at the replies above.
