Audio files are labeled randomly 2398 and 24

I have exported some WAV audio files from a 23,98 Pro Tools project. When viewing the files in a video editor they are labeled randomly as 23,98 or 24 fps. I don't see to be able to change these settings then in the Pro Tools session setup. What is going on here?
