Moving Insert between tracks

Using; PT 10.3.8 Windows 8.1 Digi-003 board

I've searched far and wide in here and other...

Surprisingly it seems I've flipped a switch somehow that now does NOT let me drag and drop a plugin (insert) from one track to another (e.g. mono to mono). Or even Alt Drag and drop.

When I left-click the plugin, it gets the dotted highlight, but i cannot drag it, or Alt Drag.

HELP!! What radio button, or check mark did I touch that suddenly quit allowing me to do the task? Or, maybe a a button on my Digi003??

I'd try trashing prefs. If that doesn't work, I would uninstall and re-install(and maybe go to 10.3.10). BUT(great big BUT), I would back the system drive up FIRST(actually, I would already have backed it up months ago when things were running smoothly)
