Right. My mistake. It's just as you described on clips themselves but acts like Cut All Automation if no audio is selected. I wasn't testing on clips but in a blank session template I happen to have open at the time. This is an odd one.

Well, seems like you've figured it out. If you have an automation lane open, you can cut all the automation, unlike just using X where you cut only the open lane. If you're on a waveform in waveform view it's the same behaviour as X. Additionally it looks like if you have an open automation lane, you can also CTRL+C to copy all automation and paste that somewhere else which is kind of neat.
