As mentioned After Effects will let you do stuff like this, such as syncing effects to audio, generating animation etc...

But another way to do this is with FL Studio. It includes the ZGameEditor Visualizer. It's not as in-depth as After Effects though.

The easiest way would be to grab an After Effects template that is similar and replace the text. Plenty of site have these like Motion Array, Pond5, videohive, etc... You can also get the background motion graphics from these sites too.

Or go for Digital Juice if you want a lifetime subscription for like $500. it's a great deal.
