Rearranging Tools In Edit Window

Did a session a few weeks ago with an engineer that moved his edit modes from the left part of the edit window to the right of the counter.

Dumb question: how did he do that and what is the shortcut?

I thought all that stuff was kinda cemented into the window but he managed to move it around.
