Default Fastrack issue

Help!.
No matter what I set the latency buffer to in the Fastrack Pro Control panel, the minute Pro Tools lights up, the buffer reverts back to the minimum of 128. I must be missing something. Pro Tools has no control over the settings on the Fastrack Pro as it looks to the M-Audio Conmtrol Panel to make any tweaks to the hardware.

Any tips or help would be greatly appreciated.

My issue is pops and crackles on playback in Pro Tools.

Setup:
Toshiba Satellite Pro running XP Vers 2002 Service Pack 3.
Intel Pentium Dual CPU T3200 @ 2.00 GHz, 1.86 GB of RAM.
