Default Open Plug-In Windows on S3/Dock. Bug or feature?

Wondering if this is an S3/Dock Pro Tools bug or feature: with "Open Windows on Workstation When Editing" if you attention a track on the Dock, open a plug-in, and then attention *another* track on the Dock, the plug-in on the same insert slot of the new track opens. This is good, expected behavior. But if you called up the plug-in on the Dock, and then attention a new track on the S3, the newly attentioned plug-in window doesn't open. PITA. Would love for it not to matter which device is doing the attentioning. OTOH, this behavior makes it easier to have two plug-ins up on the two surfaces... thoughts?
