Default -9092 error when recording single audio track w/ lower than 4096 HW buffer size

When I lower the HW buffer size below 4096 (I'm trying to get down to 512 for lower latency monitoring when recording audio), I get real "scratchy" garbled audio and after several seconds get the error:
"The operating system held off interrupts for too long. If this occurs often, try increasing the "HW Buffer Size" in the Hardware Setup Panel (-9092)"

++I've got a pretty fast AMD XP 2000 processor machine with striping raid drives and 512m of memory running WinME.

++I monitor CPU useage during this and the meter is just barely bumping up to the 10% point, so it does not look like a CPU overload situation at all.

I just downloaded End-it-all to try and kill any unneeded background processes. I'll let you know if that helps...

What else?

OK, after I registered and posted the above message, I read another about 9092 woes which spoke of the SoundCard not being able to handle the interrupts.
I've got a SBLive! card, which seems to be approved for use w/PTfree (even though you must use only 48k sample rate).

Is the sound card really the problem?

What is another soundcard that some of you other guys are using that works well?

I got "End-it-all" and determined which background procs I could kill and did that, with the same results.

So it's not the CPU or background procs. Does that mean it must be the sound card?
