video capture in OS 9.x PT 5.1.3

OS 9.2.2 QT 6.0 G4 450 PT 5.1.3

Looking to get video capture and playback happening (DV). Is this possible in OS 9? I have a Datavideo DAC-2 comp video to DV converter. I'm thinking I need Adobe Premiere and Echofire plugin . Will this configuration work? I've also read compatibility issues with Echofire and QT 6.0
