Default Tascam 1800, Protools 9, then 10

Protools 9, Toshiba quad laptop, Tascam 1800, Win 7. In my headphones in phone jack or Monitor out jack I get a doubling effect or echo effect. Input/output both on Tascam. When I set the Master and the Track to Bus the echo goes away but not real power to the headphones unless I crank up the channel on the Tascam, than is peaks to the max on the pt channel, no Master turned up. Just seems to come directly from the tascam, not through protools properly.. What is wrong. Give me your setup. I have driver set to high latency, not highest, not yet. Give me your setup. 1 channel w/Master Fader and Aux Channel. I always hear an echo,
