Ultimate 2018 Update renewal - Heat & Complete Plugin Bundle?

I think is wording thing - Before Heat only worked with HDX DSP then Avid made in Native Ultimate. - but you still need the license to make it work.
If you look at the list of plugin licenses in the complete bundle you will see heat is clearly Not in the list

Right. I was simply replying to the previous comment that said it was a typo, but you're right... it wasn't a spelling mistake.

Wasn't Heat included as a part of the HDX or a Pro Tools HD purchase several years ago?

For the life of me I dont remember purchasing the plugin but I've had it for years.

I don't recall an actual bundle, but possibly included as a sales promo? We did have a reseller incorrectly stating that it was included about 3 years ago, though your license was deposited back in Sep 2011 (no other deposits or activations around that time to connect it to).
