Default FV-500H Pedal works as expression but not as volume

It won't work at all as volume, despite selecting it in the User Options and calibrating it.

You must indicate for each rig if the expression pedal is used and also to what it is assigned, for example wah or volume. You can see at the end of the signal chain the settings for your rig.

Make sure it is set accordingly, it was a bit tricky to find for me so maybe it can help your situation.
