HUI malfunction in 2023.6 alternate HUI driver?

2019.12 and 2023.6/12 on different machines with different versions of macOS?
If so, I have a feeling it's USB related. Try using a USB 2.0 Hub between your Mac and the Tascam.

My thoughts as well is midi power.
AC power brick , USB draw adding powered hub.
Firmware or global reset of faders….
All just thoughts while reading up on the 2400.

my old setup that worked flawlessly for the last 10 years (and still works for testing)

MacPro Mid12 Big Sur
PT up to 2019.12
Tascam US2400

My new setup
mac mini Ventura 13.6.3
PT 2023.12

Tascam connected through a Razor Thunderbolt 4 Dock

Are you suggesting setting up a 'cheapo' USB2 hub directly at the USB connector of the mac mini?

Razor USB - 3 Tascam US 2400
