Default Playback Engine/ lowering the buffer size

002 LE Rack Mount on Windows XP P4

Everytime I lower the buffer size for playback it sounds like digital garble-not clear. It is when I change the setting to 256 the playback is fine. Any ideas what I am doing wrong? Thanks
