It's not obvious, but you have to disable T2 boot security. What pisses me off with Apple Support is they think it's not their job to help people they have made life hard for with T2. They often won't even help tell folks there is a simple work around.

Ya, I’ve made plenty of USB boot discs but I wasn’t aware of this T2 thing...

No matter what I do, I cannot get The Startup Security Utility to show up. I can see all 4 main utilities (Restore from Time Machine Backup), Reinstall MacOS, Get Help Online and Disk Utility), but the main menu items do not exist.

I don’t recall ever not seeing those other menu items available. The pic attached is from a YouTube vid, and that’s what I remember this looking like in past installs...

What am I doing wrong?

Uh it looks like you have your mouse on exactly what you need to click. In that top menu item "Startup Security Utility" with a Padlock icon.. the default "macOS Utilities" crap on the main screen has nothing to do with this, ignore it, and just select that top menu bar item. This is all an stupid UI/UX experience by Apple.

That entire top menu does not exist - as I said, that attached pic is from a YouTube video, and I know it’s supposed to be there.

I believe I must install Mojave from online first as the previous owner wiped this system. Once that’s installed, when I command+R upon boot and go into Recovery mode, I have a feeling that menu will show up...

What really sucks is the 0.5mbps download speed I’m getting at my current location...I’m gonna let this install overnight and see where it’s at by morning!

Doh, yes now I read your post more carefully.

There is another thing for you to try. Do a full power off and power on and this time hold down Command-R from before the apple logo appears all the time up until the recovery screen appears. Try that cycle a few times if needed. There have been reports of eierd flakiness with this stuff, and this was a supposed help for some folks.
