Disappearing I/O

I'm using outputs 15-16 for cues and the paths appear in the I/O setup window. However, they don't show up in any list on any track. If I delete the paths in I/O and recreate, they reappear, but then disappear at some point, but I can't figure out when or what is causing it. Of course, they don't show up on the D-Control either.
