Default Missing DSP plugins and Engine setup is wrong

We have 2 ProTools HDX mac systems running identical versions of
ProTools 10.3.10.

Recently one of them is not showing dsp plugin options and I get
this error message when opening a project:





If I go to setup to change it these are the options:




See how it says "Avid HDX"


In the other system that is working, the option is called "HDX" there is no Avid preceding it. and the "HDX" is at the very top, not near the middle like this one.


Is there any way to fix this?

I did try trashing preferences and that did nothing.

I know the hardware is ok, because if I boot up from a recent backup system disk, everything is ok like the other system.

I'd hope to fix this instead of having to wipe and reclone the system disk.
