Default auto-mount encrypted drives on 10.14.4?

Hi there,

has anyone found a work-around for this bug in 10.14.4 that doesn't auto-mount external and internal encrypted HFS+ drives on re-boot? You always have to manually mount them via disk utility. It doesn't seem to affect APFS encrypted drives but I want to keep then at HFS+ for now in case they need to run on an old system.
I read that 10.14.5 fixes it but that's not qualified with 2019.5 or is it?

Anyone know?
