Default Set plug-in Default to: User Setting IGNORED

So this has been plaguing me for the last three versions of Pro Tools.

I even trashed my Pro Tools prefs and the plug-in cache but I still have the problem that Pro Tools is ignoring my customized user settings on my plug-ins.

The Settings Preferences show "Set plug-in Default to: User Setting", but the plug-ins still come up with the factory default. Especially on Waves and Softube plug-ins.

I managed to lock some settings for bx_ plug-ins, they stick to my user settings but the rest does not.

Anybody else have that problem?
