PT 2018.12 -Plugin wont appear after selecting on insert

HI,
Mac Pro 2009 4,1 8core El Capitan
PT 2018.12. (Tried Both Ultimate and Non HD License)

All of my plugins appear in the dropdown pane and I can select them on an insert. After I select the plugin, it does not appear on the insert. All plugs respond the same.
The odd thing is, if I load a session with plugs, they appear, if i create a new track, plugs wont load.

I reinstalled PT as well as ilok manager, no change
I tried this on a different Mac Pro with same OSX and PT version. that worked fine.

Also No Audio Suite Plug ins will initiate...They are all there in the Drop down menu..


Thoughts?
