Default Import DLLMSVCP120.dll cannot be loaded

Import DLLMSVCP120.dll cannot be loaded.
Satan report is at end of post.

I purchased a second hand laptop (No, I can't afford 5 million for the recommended laptop. This is only optionIi have for this)
I want to simply mix and edit a little, no recording, when outside my studio.
I am already aware that installing pro tools, and getting it up and running-
is a nightmare no matter what pc you use but in this case I can't even get it to launch.
Here is the error message word for word, and all the steps taken so far:

pro tools 12 could not be loaded. please contact the software publisher for support using this software. (been down that road....NO)

import DLLMSVCP120.dll cannot be loaded.

First, lets get the help us help you out of the way:

yes, I have an Ilok2, it's plugged in, and it has my PT12 license on it.
Yes, I downloaded the Ilok license manager.
Yes, I downloaded quicktime.
Yes, I searched the database on avid, nothing.
Yes, I used google, every error message but mine. no good.
Yes, I downloaded that program I have no idea what it is.
Downloading was difficult as it sends you to page after page of clicking various things before you can actually download anything, why it can't just have a link is beyond me. As it is an unknown publisher I got all kinds of warnings and difficulty. It asked me something about disabling remote something, no idea what it is, and if i'm going to mess up my computer by clicking next, but I clicked it anyway. All kinds of things installed when all I want is this stupid profile.

QUESTION 1:
Now that I have the report, can I get rid of this program?

Off the bat...
I am aware its low ram, I have 16gb coming in the mail (biggest I can get for this model)
I am aware I need an external drive, I have a glyph studio mini (1 TB) also being shipped.
There is no additional hardware attached, or plans to do so (besides the ext hd)

At this point, I am just trying to get it launched, so I can start addressing the slew of error messages, downloads, fixes, and troubleshooting that is the standard Pro Tools installation experience. I am aware it takes several days to get Pro Tools actually working.

I have a support thingy, But I am hoping I can get an answer from you guys as the last tech support call during the last installation was MANY HOURS LONG, doing all the things I had already done over again just to satisfy the person with the unbearable, and impossible to understand frustrating accent before he would even begin to address the actual problem. I'm not willing to do this again. If it comes to that, I will just assume I am not allowed to have it on two computers and just accept it and give up, it was worth a shot.

I had read one suggestion that said it is an unknown error, and I would need to basically wipe the entire pc clean, and reinstall from scratch...just to make sure. I wouldn't even know where to start, and this is not an option. I am sure I do not have everything I need to do this. Please don't suggest it.

IS THERE ANY OTHER THING I CAN TRY ASIDE, BUYING ANOTHER COMPUTER, CALLING TECH SUPPORT,
WIPING MY COMPUTER, OR OTHER RIDICULOUS ACTIONS?

Can I repair this dLL somehow?

So, after hours of searching and trying, this was a runtime something or other basic problem. I downloaded it again and installed the basic. so thats hurdle is over, but I still can't launch pro tools as there is a new error.

The only thing that stands out from your Sandra report is the mismatched ram. Make sure you are running PT as administrator. Which version of PT are you trying to run? Have you done the Windows optimisations? Downloading is not difficult. Just go to your Avid account and download from there. Installation should be straight forward as well. Never had a problem.
As the laptop is secondhand, it is possible that the previous owner has messed up the Windows installation. In cases like this you would be better off re-installing Windows, and then PT. I know this takes time, but the results can make a significant difference to your mental wellbeing.

There's an issue with a recent version of the Waves installer that caused something like this. So if you are using any Waves plugs, download and install the newest version of Waves Central that's been patched.
