Maybe(I don't own one so I can't say for sure). Consult the manual AND the Focusrite software for routing and setup. As for phantom, if you use a TRS connection, the phantom voltage NORMALLY is not applied to those connections(but again, read the manual), but turning phantom power off does not make it a line level input. Why it matters is that all the external things you want to connect have line level outputs and those would overdrive a mic level input. You also could open a support ticket with Focusrite and ask them about how best to connect an external mic preamp to the input of your interface. Or maybe hit youtube and search for "using an external mic preamp with focusrite 18i20"(without the quotes)

That's what I was referring to - it shouldn't matter either way. Theoretically, the less wiring or connections the less noise, but if one way works better for you than the other just go with it. Personally, I'd probably just go from one output to the next input and not mess with the inserts.
