I have two generators plugins where this is not possible. But I'm trying to find Avid plugin, although I have not seen it so far.
For example C4 261.626 Hz and if I enter 261 Hz instead of 261.626 Hz then it is not this note!

I have no idea what you are looking at.
"Signal Generator" is a plugin made by Avid.
When you see it in Pro Tools, that is the plugin.
If you go into preferences to show sorting of plugins by maker, you look under "Avid" to find Signal Generator

I conducted some tests, and I get the feeling that it's too demanding to describe the frequency so precisely. Or am I misunderstanding things? However, in music, those frequency ranges are very precisely defined. For instance, when I tune a guitar, can I be certain that C is still exactly C?

T is the period. If the period is 0.002 seconds, then the frequency would be 500 hertz.

C5 frequency is 523.251 Hz

I think I'll be satisfied but if anyone has more thoughts, I would appreciate it.

I have no idea what problem you are trying to solve but nothing here seems grounded in anything practical.

You mention a guitar, most of us tuning strings on a guitar are lucky to be within a hertz when tuning by ear against a reference tone, and who knows how playing style and intonation affect other notes on the string. A strobe tuner might get you to small fractions of a hertz but same issue, and no guitar is going to maintain that during actual play. And this is music not simple math, real pros tuning guitars, especially classical guitars, are going to tune for the key they are playing in, and tune against the other instruments, and notes will often be several cents out from what a tuning meter wants.

And you are quoting frequencies for only one possible tuning.

I meant that it might be possible in the future for me to enter the exact frequency, and it depends more on the developers.
 What the GUI displays is actually related to development.
I hope that one day it will be possible to enter the exact frequency to generate a "reference tone" for some musical instrument if desired. It's not a very serious issue anyway; it would just be nice to have the option to enter the frequency more accurately. We discussed about it with iZotope Product Specialist and the main thing, what he said was:
“Unfortunately, it is not possible to add additional precision to the signal generator tone frequency this way. There is something related in RX - within this specific Time and Pitch module it is possible to get extra precision.“
