Default VSL - velocity of a note never goes down to silent

I'm using VSL Special Edition (with or without Ensemble) - patch e.g. violin legato.
iMac Core 2 duo 2GHz
Leopard 10.5.6
PT 8.0

Problem:
The velocity level on a midi or instrument track does not control the VSL instrument volume correctly.

If I drag the the velocity for a note down to 1, the note still plays quite loud.

I've tried doing this in Cubase 4.5 and the VSL volume cannot be heard when the velocity is set at 1.

What am I doing wrong in Pro Tools?

I think I've found the answer:

Velocity in Cubase goes down to 0.
Velocity in Pro Tools goes down to 1.
