Creating Cue points for Director 7.0

Wondering if anybody knows what piece of software can create cue points for Director 7. We are having sync problems on long runs of video and audio for CDROM and Director advises on using Cue Points.
I've searched PT 5.0 but didn't notice anything that would create such a cue point that could be embedded in the export for Director 7 to recognize.
Anyone have any ideas on what Director 7 is trying to suggest on using to create such a cue point?

In the old days we used to use Soundedit16, but I think the markers created in Peak work as well.
