Default Windows is automatically scrolling...

Windows 7 is automatically scrolling down when you look to open a folder inside the secondary hard drive. In other words, let's say you're wanting to open a folder with 20 song folders in it, and the window doesn't fit all the songs, so you scroll up and down to find the folder. It automatically will scroll down so you can't read the first few songs listed in the window.

There are ways around that, but it happens inside a plugin, too. I brought up the Maxim plugin, and reduced the threshold, and the slider kept going down on its own until the music was blaring loud and saturated.

Any suggestions?

Sounds like a mouse issue. I would try another mouse as my first troubleshooting step.

A couple of times. I've had this happen before, I forget what I did to stop it. It may well be the mouse.

Make sure the cable of the mouse and keyboard are not being pressed or bent.

Well I tried a different mouse, making sure the cord wasn't pinched, and it still gives me a problem. I tried uninstalling an internet filter, but that didn't help either. No stuck buttons on the keyboard. It does the same thing left to right, too. It wants to scroll to the right and to the bottom.

Any other ideas?

Replace the keyboard. Have you been able to find something in google?
