Essentially the same difference as author and editor at a newspaper. (author = composer; editor = producer)

The composer writes and in many cases arranges the music. The producer makes decisions and suggests methods during the recording/arranging process. Usually, producers are good at judging what "sounds" good in terms of instrument miking, recording techniques and general structuring of songs. Decisions such as the overall length of the song, number of verses and choruses, whether or not to use background vocals on a given line, judgements regarding the quality of a take, the amount of reverb on a track, etc., usually fall under the realm of the producer.

The producer is also in charge of the budget... and to try and ensure that the record will make a profit.

That sounds like a pretty uninformed debate, to be honest. Think of movies, the composer would be the screenwriter (wrote the script), and the (record) producer would be the director.

movies -- music albums
----------------------
director = producer
screenwriter = composer

In both cases the roles could overlap, or not. But as in both cases, the composer or the screenwriter might not even be present when the producing or directing is being done.

For example. George Martin produced the Beatles, but the Beatles composed the songs (they wrote them), however ol' George may have also composed some violin backgrounds for some of the songs which means he is also "a composer" but he was not the composer of the Beatle songs. George Martin also produced several classical music sessions for Polygram by composers that were dead. On those records, he was not the composer at all, and the composer certainly was not the producer.

By the same token, a movie director might change the script ad hoc, but that doesn't make him the screenwriter.

As for the producer being responsible for the budget, et al, that is true more so today than in the past, but not always. As today, many films are made independently by the directors and the "studios" only handle distribution, so it is with records where the producer bankrolls the project and the record companies only handle the distribution.

Or else the artist hires the producer and pays a salary or a percentage. The budget is dictated by the record company or the artist (depending on the size of their advance) rather than the producer.

Poor ol' George Martin never received anything but his piddlin' Polygram salary even with all the peripheral arranging & composing he did. Rich in accomplishments, poor in British pounds.

--- don't know if this clarified anything or just muddied the waters

The producer pays for the project and the composer writes the music.

Its more centered in the electronic music world, thats why there a bit of a debate.
Most of the time people that write dance music label themselves producers, just trying to understand why.

A 'producer' is someone who can assemble the talent to do the job for him.Which is a talent in itself.
