Amnesty???

I am running PTHD 7.3. I am about to upgrade to 7.4. Before buying the upgrade, I checked my ilok status on ilok.com. to my surprise (haven't been on that site in some time), i see that i have a license pending for "Pro Tools HD 7.3 Amnesty" (note i already have a 7.3 license). what is this 7.3 amnesty all about? should i download the liecense to my ilok before upgrading to 7.4 (I am concerned because i really can't afford any downtime right now, but i would like to use elastic time for a project i am currently working on)?
