I think he's saying he wants just the MIDI track to be in double or 1/2 time, but none of the other tracks? That how I read it.

Some drum VI's (ie Boom or Strike) have 1/2 time or double time settings. So your MIDI track is whatever tempo the session is in, but the beat pattern triggered in the drum module can be 1/2 or double to that.
