Are you trying to nudge earlier or later? If earlier, and the video file is a single file that is already at the left end of the time line, it can't nudge earlier as it is. If there is some blank space in the clip so you can cut it, then that would allow the file AFTER the cut to be nudged earlier(until it "hits the wall")
