Default MIDI program change

I am getting inconsistency when putting in program changes between sessions. One session will give the correct program change and another will give a change of +1 from the number selected. So 3 means 4 is selected and so on. Is there a setting to select 0-127 or 1-128 somewhere?

The patch select dialog in PT goes from 0-127. Is it the same gear involved between sessions?

Yes, it is the same guitar preamp that responds differently to each session. If I import the midi into a clean session, it then displays a value of +1 on the program changes.

I could go through and change them all by hand, but there are a lot and I would like to get to the bottom of what makes the difference.

I'm pretty blank in this area, as I stopped using outboard MIDI gear years ago, but I noticed that the PT 10.0 manual shows 0-127 (Patch select), but the 10.3.9 session I'm working on shows 1-128. The PT 11 manual shows 1-128, but it states "The MIDI protocol lets you choose from a range of 128 programs (0–127)". I'll try to investigate some more.
